Michigan Energy Services Performance Contacting Enabling Legislation
Michigan was among the earliest states to pass enabling legislation for energy saving performance contracting. P.A. 400-404 of 1984; P.A. 148 of 1984; P.A. 22 of 1985; P.A. 122 of 1987 & 1989. The 400 series is for various types of municipalities; 148 is for community colleges; 22 is for K-12 schools and 122 is for state government facilities. Effective March 2013, Public Act 625 became law, providing more guidance to state and local government agencies on making cost-effective energy improvements in public buildings; and assigning responsibility to MI Dept. of Technology, Management & Budget to develop a statewide process for procuring energy performance contracts to make the energy improvements.
